Government's Plan to Develop a Marketplace Platform for Teacher Recruitment Raises Concerns

The Indonesian government has announced its plan to develop a marketplace platform, called "lokapasar," as a talent pool for recruiting teachers in the civil service with employment agreements (known as ASN PPPK) by 2024. However, the Education Monitoring Network of Indonesia (JPPI) believes that this initiative could potentially create new problems.

Ubaid Matraji, the National Coordinator of JPPI, expressed his concerns, stating, "This plan may lead to new problems because it relies on market mechanisms instead of providing certainty." He further argued that the government's approach seems to be a strategy to evade responsibility rather than addressing the existing issues surrounding honorary teachers and the selection of PPPK teachers, which have remained unresolved for several years.

Ubaid criticized the idea of creating a marketplace platform, as it appears to leave the fate of teachers in the hands of market mechanisms. He emphasized that the government should first guarantee the definitive appointment of honorary teachers whose status remains uncertain to this day.

"The appointment of honorary teachers is still in limbo. Instead of providing certainty, the government is leaving it to the market, essentially asking teachers to 'sell themselves' in the marketplace," he added.

The central government plans to establish the lokapasar platform as a talent pool for teachers. This initiative aims to address the recurring issues related to honorary teachers, and it is scheduled to be implemented in 2024.

"The marketplace for teachers will be a database supported by technology. Schools will be able to access information about potential teachers and invite them to teach in their institutions," explained Nadiem Makarim, the Minister of Education, Culture, Research, and Technology, during a virtual meeting with the Commission X of the Indonesian House of Representatives on Thursday, May 25, 2023.

Makarim further outlined the two criteria for teachers to enter the lokapasar platform. Firstly, honorary teachers who have achieved the minimum passing grade to become candidates for ASN teachers. Secondly, PPG (Teacher Professional Education) graduates, referring to newly qualified teachers who have completed the PPG program.

"Due to the strict criteria, all teachers or aspiring teachers who enter this marketplace will be eligible to teach in our schools. This system allows them flexibility to register and choose their preferred teaching locations without having to wait for a centralized recruitment process," he stated.

While the government aims to streamline the recruitment process and address the long-standing issues faced by honorary teachers, concerns have been raised regarding the reliance on market mechanisms and the potential lack of certainty for teachers. It remains to be seen how the implementation of the lokapasar platform will unfold and whether it will effectively resolve the challenges in teacher recruitment.
